The Governor's Office of Economic Development has created a Rural Grant Program for counties of the third, fourth, fifth, and sixth class. The program is designed to meet the following economic needs:
- Business recruitment, development, and expansion
- Workforce training and development
- Infrastructure and capital facilities improvements for business development
